Oxygen dissolves into the water at the surface only (and carbon dioxide is released there as well). So all you really need to have is something that circulates the water so the oxygenated water at the top is distributed throughout the tank. If you're looking at getting an air pump, these don't provide as much water movement and are more for decoration. The can be used to supplement water movement though, especially during hot weather when the water will hold less dissolved oxygen. All you need to have is a filter. The most simple is when water is returned from the filter. The longer the drop from the filter to the water the more air it will move. Total aeration is a factor of the total surface area. As long as you have water moving you will get air into the water. A good strong pump will stir up the surface. Think waves. Just don't go overboard. If you have or plan to have a sump, that is a great place for aeration because you can get the oxygen content up without making a mess of you display tank.
